"The new NRA Leadership Team and new Board of Directors members are on the right path to managing the NRA correctly and with integrity for the benefit of the members.

 I want to be part of bringing the NRA back.  My leadership experience, core values, and work ethic from 28 years of active duty as a Marine Infantry Officer and in senior leadership positions in State service make me the right candidate at the right time to help bring the NRA back to its roots and basics; “promote and encourage rifle shooting on a scientific basis.”  From that original mission in 1871 spin all the major goals of the NRA today: defend the 2nd Amendment, promote responsible gun ownership, public safety, firearms training, hunting, and shooting sports.  This can only be accomplished with a board of directors committed to integrity, fiscal transparency, and personal and organizational accountability.  As a General Officer, I would bring honor, courage, and commitment to the board.  As a graduate of The Citadel, The Military College of South Carolina, I would bring my core values of duty, honor, and respect.  Courage to do my duty, honor to do the right thing, and the commitment to do my duty no matter how hard it is.  I have a proven track record of; “making things happen, building highly effective teams, and creative problem-solving.”  I lead from the front.  I seek the hard tasks.  Help me bring our NRA back to being one of our nation’s oldest and finest public service organizations!"


Born in New Orleans, LA, Brigadier General Hagan graduated from The Citadel, where he began his military career. Graduating with a BS degree in 1971, he was commissioned as a regular officer in the Marine Corps. He served 28 years on active duty as an Infantry Officer.

He retired in 1999. Following retirement, he began his law enforcement career and served in several different positions throughout the California Department of Justice. In 2003, he was recalled to state active duty assuming responsibilities with the California Military Department. He commanded the California State Military Reserve and was a Deputy Director in the Governor's Office of Homeland Security. In 2014, he retired again and founded the E.J. Hagan & Son Company, a consulting firm providing training, coaching, and mentoring in leadership and interpersonal skills, security, force protection, firearms training, investigations, and safety programs.

His shooting experience started at age 10 with the NRA Junior Marksmanship program where he achieved Expert 9th Bar, the highest level possible. He shot NRA Smallbore prone and NRA High Power with Expert classification and has been competing in Precision Pistol for the last six years. BG Hagan joined the NRA in 1960 and has been a Life Member since 1972.
